Instruction clarification: create new folder outside of game location, place scs_extractor.exe and a copy of def.scs into new folder. In that new folder drag and drop def.scs onto scs_extractor.exe. A black (or blue) window will open for awhile; be patient while the extraction proceeds (30-60 seconds).
From there it's easy to make any changes to tweak the values as you want and see the results in-game. All you need to do is check how the lights look; TAB out and make the changes you want; then get back to the game and reload a save to check the results. If you're editing an existing mod, checking the results is more involved.

Maybe they will separate lights some day (would be a welcome addition) so for lights I have to do the same as you: Switch one - marker lights on. Switch two - headlights on (with marker lights on) Switch two again - to turn all lights off. Switch three - interior lights on/off.
