Bayside docks in San Ferrio is considered a city in the game files so Gang members WILL spawn in that small location. It's automatically VAGOS hood in the original PS2 version after the mission, ("Saints. Mark's Bistro") for Salvatore Leone. Since flying to Liberty City in that specific mission opens up a few turfs in other locations.
Either make a mental note of where the small territories are, or when provoking a gang war, pull the rival gang members as close to your bordering territory as possible before killing
The territory at Bayside on PS2v1 is a glitch. It is caused by flying through one of the zones east of Las Venturas during one of the missions so just about everyone with v1 gets it, so it's mentioned in the guides. Posted July 6, 2011. If you are having so much trouble taking over the last few territories, and you cant start a gang war like you are saying, then yes, the best way to do this will be through the Satchel Charge trick. Effectively, it is sure-fire to take over the territories.
